IMPLEMENT STRICT LEGISLATIVE CONTROLS ON THE EXECUTIVE BRANCH WITH RESPECT TO THE DEPLOYMENT OF ARMED FORCES
Whereas We, the People, are grieved that we have allowed the Executive Branch of our government to commit our precious human and financial resources to conduct wars on foreign lands so cavalierly, recklessly and at great cost to the well-being of our own nation and the world, so we now plea that all future proposed plans for the deployment of our esteemed and so patriotically self-sacrificing Armed Forces by the Executive Branch must be constrained more forcefully by the Legislative Branch so we do not find our nation drifting into costly wars desired only by a powerful and moneyed few.
Toward this goal of pursuing peace first at all costs before the awesome decision to go to war is invoked, we, the People, plea that either the War Powers Act must be strengthened and amended or a new powerful law must be passed that will ensure our nation does not enter into wars without the full and reasoned consent of the People’s duly elected representatives in the Legislative Branch. Furthermore, whenever the decision to wage war has been legally made, Congress will immediately pass a War Tax to be calculated progressively on every citizen based on percentages of total yearly income so that the waging of war will not add to the national deficit.

Keep using the term "War Tax", that's a great one. So is renaming the Department of Defense back to the "War Department" to really visualize what our "defense department" is truly engaged in. There are times when "real war" is a necessary evil, but "war" and "conflicts" should not be for profit, for "false flag operations", nor at the request of a minority interest in government or business.

Frankly I see the issuance of war-making powers to the government as a major folly of the Constitution. I don't see why we can't let the PEOPLE decide whether to wage war with a simple yes/no vote, just like we vote on Amendments or Referendums. After all, its the 99%'s men, women, and children who are volunteering their lives for these conflicts. It should be up to the 99% to decide which fights they want to pick.

Love it. If everyone could see the cost of these wars itemized on their taxes at the end of the year, I think you would see a lot less support for wars unless there was a clear and immediate threat to our national security.

Yes, yes and yes. It will require an Article V convention to get it done, and done right, but it is perhaps the greatest grievance outside of our ability to control our nation. Which is why I position Article V first.
