Health care is a fundamental human right. As such, the government shall be empowered to take any and all steps necessary to ensure that all people residing in the U.S. receive adequate medical care, unrestricted by cost.
Congress and the states shall act to enforce this fundamental human right, by all necessary means, including, but limited to legislation, regulation, and amendment(s) to the U.S. Constitution.

Kelly, I get the idea, but that's playing into very dangerous waters. It could easily be used, to disastrous effect, in the religious war against a woman's right to personal autonomy in reproductive decision-making.
